The Parliamentary and Health Service Ombudsman (the Ombudsman) is an independent crown servant appointed by the Queen.

The Ombudsman's role is to investigate complaints that individuals have been treated unfairly or have received poor service from government departments and other public organisations and the NHS in England.

Although the service has two separate functions, parliamentary and health, they come under the same Ombudsman, Dame Julie Mellor. To support her, the Ombudsman has established an office of casework and corporate staff.

We have recently published our 2013-18 Strategy, More Impact for More People. We are making changes to our organisational structure and our Governance Framework in order to support delivery of the new Strategy.

In January 2013 we established a Unitary Board (the Board) which combined and replaced the previous Executive and Advisory Boards. The Board is chaired by the Ombudsman and is the top-level decision making body in the organisation. In addition, a Leadership Team was established which is responsible for day to day management of PHSO and is accountable to the Board for implementing its decisions. The Leadership Team is chaired by the Chief Operating Officer.
