The role of the Pay Committee is to agree PHSO pay policy and arrangements, and to make decisions on pay awards.
The Committee has specific responsibility for:
- Agreeing pay policy and arrangements, and reviewing success in terms of encouraging high performance and performance improvement, supporting recruitment and retention, maintaining equal pay principles;
- Agreeing policy changes following appropriate consultation with staff;
- Reviewing and agreeing annually senior staff pay and performance review arrangements, including criteria for any performance related pay elements;
- Considering recommendations for individual pay awards and bonuses for senior staff, and deciding amounts;
- Considering how any individual pay anomalies or disputes concerning senior staff should be resolved;
- For staff in Paybands A-E, endorsing recommendations for individuals and/or teams in respect of any performance-related pay elements.
Note: annual pay settlements for Paybands A-E are matters for the Chief Operating Officer to negotiate and agree with the trade unions within the agreed overarching PHSO pay policy and arrangements, the conclusion of which will be reported to the Pay Committee.
In this respect, the Pay Committee will ensure that decisions:
- Support the achievement of PHSO business strategy and goals;
- Are proportionate, fair and equitable, and support Equal Pay principles;
- Take into account wider public sector pay policy and good practice;
- Are supported by an appropriate level of information and analysis.
Members
The Pay Committee comprises the Ombudsman, who acts as Chair, and two Advisory Board Members. The Deputy Ombudsman, Chief Operating Officer, Director of Communications, and Head of HR Operations will be in attendance, except when matters directly related to their own pay are discussed.
Meetings of the Pay Committee
The Pay Committee will meet at least twice a year.
