Investigation into delays in making payments under the Arable Area Payments Scheme

My predecessor agreed to investigate a complaint which had been referred to him by Mr Bernard Jenkins MP on behalf of a farmer whose payment under the 1995 Arable Area Payments Scheme had been delayed by the Ministry of Agriculture, Fisheries and Food.
The outcome of the investigation I consider to be of general interest and I have therefore decided to lay my report before each House of Parliament under section 10(4) of the Parliamentary Commissioner Act.
