Selected Cases and Summaries of Completed Investigations - April to September 2000
Parliamentary Commissioner Act
Section 10(4) of the Parliamentary Commissioner Act 1967 empowers me to lay before each House of Parliament such reports with respect to my functions as I think fit.
I now lay before Parliament the following summaries and edited texts of 13 selected case reports out of 114 investigations completed between 1 April 2000 and 30 September 2000. This is in accordance with my past practice. The case reports include some issued under authority delegated by me. The pronoun 'I' in the relevant summaries and texts refers to the member of staff concerned and not to me.
I also include one case which was completed in December 2000 but which warranted early publication. That case, number C.429/00, has not been anonymised. I have agreed with the complainant that the subject matter and context is such that it would be difficult if not impossible to conceal his identity, and might indeed be contrary to his interests to try to do so.
I am also including in this report brief anonymised summaries of the other final reports of investigations completed by my Office between 1 April and 30 September 2000. Those summaries include, on page 00, a summary of a case investigated concerning the Ministry of Agriculture, Fisheries and Food's Area Arable Payments Scheme. The full report of my investigation was published as a special report in July 2000.
In the period covered by this volume of selected cases, I introduced new arrangements for resolving cases. Under those arrangements, my office concluded 223 cases without issuing a statutory report.
