National Savings: breakdown in arrangements for notifying post offices of changes to products
On 29 December 1998 National Savings notified Post Office Counters Limited that 47th Issue Savings Certificates were to be withdrawn from sale with effect from 31 December. National Savings’ arrangements with Post Office Counters Limited meant that post offices should have received notification of the withdrawal on 30 December; but the absence of key staff during the Christmas/New Year holiday period resulted in some notifications being seriously delayed. As a result on 8 January 1999 a post office wrongly accepted Mrs P’s application to purchase 47th Issue Certificates. Her application was subsequently refused by National Savings. After the Ombudsman’s intervention National Savings agreed to make Mrs P an ex gratia payment of £100 in recognition of the inconvenience she had been caused and to meet her out-of-pocket expenses. The Chief Executive of National Savings offered his apologies to Mrs P.
