Since October 2011, Ofcom have taken over the role of regulating the postal industry from Postcomm.
Whilst they do not investigate individual complaints about postal operators they do provide information on how to take forward your complaint on their website at http://consumers.ofcom.org.uk/tell-us/postal-services.
