The International Ombudsman Institution (IOI) carried out an independent review of the Parliamentary and Health Service Ombudsman. The review panel was chaired by Dr Andreas Pottakis (the Greek Ombudsman and President of the IOI) and included Matanyahu Englman (State Comptroller and Ombudsman of Israel), Andrea Keenoy (Chief Operating Officer of the Housing Ombudsman, whose remit covers England), and Robert Thomas (University of Manchester).
The panel conducted a two-day visit to PHSO’s offices to gain an in-depth insight into the work of the organisation and examined a large volume of documentation over the course of the review.
