2025 to 2026 staff survey

Each year, we invite all employees to take part in a staff survey. The 2025-26 survey was carried out by an independent research company in February 2026.

We match the majority of our questions to the Civil Service People Survey (CSPS). Although our role as an independent parliamentary body means we do not take part in the CSPS, using the same questions allows us to compare our results with those of other organisations.

78% of our workforce took part in the survey, offering their feedback on a range of topics including:

  • leadership and management
  • change in the organisation
  • learning and development
  • the working environment
  • overall engagement with the organisation.

Our overall engagement index score is 65%, which is 3% higher than the previous survey.

Over the last year, the organisation has been through a period of significant change. In response to feedback from the previous survey, the leadership team worked with colleagues to take targeted action in the areas of organisational vision and direction, leadership, learning and development and managing change.

We set up an employee forum to support improvements from the survey and give colleagues a space to discuss issues that matter to them. The latest results show improvement across many areas and we will continue working with colleagues to build on this progress in the year ahead.
